The rudder is of ocher color and has the inscription in the border that says “Municipalidad Puerto Barrios Izabal Guatemala”, which symbolizes its capital and main municipality. Also, the rudder represents the ports of the department of Izabal.

Inside the rudder, various means of transportation can be seen, including a commercial ship, an airplane and a truck, which represent commercial and maritime transportation and are part of the economic life of the department. The train, on the other hand, symbolizes the inter-oceanic railroad that links Puerto Barrios with Puerto de San José.
